Cyclops can "absorb a star" too, his powers are fueled by solar energy. I'm going with Scott, we can base this on many things, potential being one of them. According to Sinister Scott has a lot of untapped potential, he does't seem at all that interested in Havok. If anybody knows about the potential limits of power if would be the man that has been studying their genome for like a century.

Havok's body is not even properly built to contain his power which would lead me to believe we've seen just about how powerful he is considering his power is full on all the time especially back in the early days, whereas Scotts only limitation is psychological.

Both of them are fueled by the energies of stars, so it's pretty senseless to say Havok is better because he beat Vulcan and absorbed power, he was just as beaten by Vulcan as anyone before this, Scott has not been in situations to use his powers like this, that does not mean he can't.

The nature of his power would allow him to juice up just as much as Havok in the same situation.
