Cyclops can "absorb a star" too, his powers are fueled by solar energy. I'm going with Scott, we can base this on many things, potential being one of them. According to Sinister Scott has a lot of untapped potential, he does't seem at all that interested in Havok. If anybody knows about the potential limits of power if would be the man that has been studying their genome for like a century.
Havok's body is not even properly built to contain his power which would lead me to believe we've seen just about how powerful he is considering his power is full on all the time especially back in the early days, whereas Scotts only limitation is psychological.
Both of them are fueled by the energies of stars, so it's pretty senseless to say Havok is better because he beat Vulcan and absorbed power, he was just as beaten by Vulcan as anyone before this, Scott has not been in situations to use his powers like this, that does not mean he can't.
The nature of his power would allow him to juice up just as much as Havok in the same situation. Lordofallhumans XFactor -1 Sinister confronts Havok as a teenager and is alittle disturbed by his output potential. He puts some dampers on him do that his power can grow much more slowly and is controllable. Otherwise he'd just be a time bomb. Where is this at in XFactor -1? That issue came out in '86 Sinister didn't even make his first appearance until ' It's actually not incorrect - Xfactor Sinister tells Havok he had him adopted out because Scott had more potential.

Reason being, he has chickened out, made wrong decisions, made mistakes, slept around never with Psylocke though and generally been a bit of an ass. Alex is able to absorb and rechannel all kinds of radioactive energy, including x-rays and gamma radiation. During a battle with the Hulk , Alex grew so powerful the resulting explosion knocked both Alex and the Hulk out. After absorbing the radiation and energy from the nuclear plant in meltdown, he ejected the energy into space with a powerful blast that his brother would never be able to match.
While Alex is able to generate more energy output, especially when given sufficient time to absorb and rechannel another energy source, that energy is rechanneled as superheated plasma blasts as opposed to his brother's alternate energy source. We previously mentioned Cyclops ' optic blasts technically emanated from another dimension, as opposed to being produced by solar energy.
